I'm fairly certain that all of New Jersey's police departments have not replaced all of their vehicles in the 4 years since that was passed. As well, the paragraph after that specifies what qualifies, and a dash cam is only one such option. It merely states the vehicle needs to be equipped with something that records video. That could very well be a body camera that only records when the officer makes contact. | |
