I retracted the flag because the jurisdiction was added post-answer. I don't think an answer from a different jurisdiction than the one an OP asks about is sufficient to stand as the "best" answer to a question that specifies a jurisdiction. For that reason (and because it can't be changed unless the answer is edited again), my downvote remains. That said, I notice the edit that presumably added the jurisdiction was not made by OP, so perhaps the edit changed OP's intent.
