Aug 1, 2022 at 17:28 comment added phoog @BenI. I'd say it's more accurate to call it "incomplete" because it doesn't address the criteria under which unfinished business "dies." It's likely that the founders thought of this as so obvious that it did not need to be mentioned (in other words, I suppose that the British parliament functioned similarly, but I do not know for certain).
