Aug 1, 2022 at 17:28 | comment | added | phoog | @BenI. I'd say it's more accurate to call it "incomplete" because it doesn't address the criteria under which unfinished business "dies." It's likely that the founders thought of this as so obvious that it did not need to be mentioned (in other words, I suppose that the British parliament functioned similarly, but I do not know for certain).
Aug 1, 2022 at 17:14 | comment | added | Ben I. | @phoog So the constitutional link is a bit misleading, then?
Aug 1, 2022 at 17:12 | comment | added | phoog | @BenI. The details are specified by the house and senate rules. Perhaps the rules could be changed to operate differently, but I don't think anyone has ever suggested such a thing seriously.
Aug 1, 2022 at 17:09 | comment | added | phoog | Nitpick: the two year period actually begins on January 3rd of the year following the election (in other words, roughly two months after the election).
Aug 1, 2022 at 15:44 | comment | added | Ben I. | I agree with @Peter-ReinstateMonica, the constitutional provision doesn't seem to address this at all. Is there a source that does?
Aug 1, 2022 at 15:01 | comment | added | Peter - Reinstate Monica | I suppose the answer is correct but the constitutional wording doesn't appear to contain that stipulation.
Aug 1, 2022 at 14:01 | comment | added | RonJohn | Thus they doesn't have to be passed in the same year, or even session.
