On YouTube, for example, I recall that the terms of service allow one to use others' works (works published to YouTube) in certain limited ways within the limits of the same platform (i.e. within YouTube itself).

They should use as little of the original as possible to make their points clear. Their comments are protected by copyright. How much they can use under fair use is a judgement call, but enough to support sensible comments is usually allowable.
