I had thought that marriage records were public records and that it was the right of any member of the public to know whether two people are legally married and to know what marriages have taken place in their state or community.

However, when I go to New Jersey's vital record web site it says that "proof of relationship" is required to get the marriage record and no way is provided to look up records unless one knows the exact details of the marriage beforehand.

Are marriage records in New Jersey public or not?
