Would a copyright be violated if a song is translated from English to another language and a new musical arrangement is created for the song?

Would a copyright be violated if these new arrangements were recorded and performed?

If so, how do you determine who owned the violated copyright?

Does the fact that some authors have already passed away affect the analysis?
