Many consumer product periodicals (Car and Driver, Consumer Reports, etc) contain objective product performance measurements and stats (stats that are manufacture provided and tested by the periodical). They also offer subjective product ratings, categorizations, rankings, etc.

Could someone compile the measurements and stats form of data and use them to provide data online in a legal way? Going further, can the same be said for the subjective data such that those facts (not copy) could also be used legally?
