Imagine the following daily business which was traditionally established in the 20th century:

  • government pays a consultancy for some studies
  • what citizen can see at best case is a PDF report with some high level fancy images.

Are citizens allowed to ask, even demand, in such cases to disclose data sets and algorithms (following applicable laws like privacy protection) from such studies in n terms of open access data and open source code, because it was paid from tax money?
