Under international law, is a country responsible for the act committed by a private company? There are security company like Blackwater that acts like a private military group. While the government is accountable for the action of the military, I am wondering if it's the same for private corporations. If a private military corporation from Syria committed a terrorist attack on U.S. soil, would the Syrian government be held responsible under international law?
