If one is not eligible to vote, is it still required to fill out the whole entire form?

If you don't respond, it says you may be fined up to £80.

If you pay the fine within a certain amount of time, can it be reduced?

If it is paid, does this resolve your obligation to respond to the electoral poll? In other words, can you pay to get out of submitting all your data to the electoral register?

If you do submit all your data to the register as one ineligible to vote, then who is it available to and for what purposes?

Can anyone access it? Only certain government institutions? Law enforcement? Police?
