What laws govern the police impounding a motorcycle being riden by someone who has the title but a suspended licence, and a tow company obligations when it is in their custody?

Say the police saw it being riden on a public road but it stopped on private property (say, for example, the driveway of a friend of the rider who was not home at the time) and is subsequently taken away by a tow company who soon after filed for abandoned title apparently preventing the title owner from recovering their property.

There is clearly more to this than you have said. The police don't impound vehicles for routine traffic stops.

The answer will be different for different states in the US, for different countries, and perhaps even for different municipalities within certain countries.

  • Was the "guy you know" home at the time to give permission for you to store your motorcycle on his property, or would the cop's view of the situation be that you just pulled off into some random driveway that you had no business being in?

@phoog Given the question title says PA, I'd guess that the jurisdiction is Pennsylvania, US
