Winter is cold. There are numerous laws about fitness for human habitation, however, does this or any others cover residential property without adequate heating equipment and/or other facilities like insulation? In other words off with the heating turned on 24 hours a flat still does not reach above a certain comfortable temperature while there are severe weather warnings in effect, is this legal?
